Mark tags as inactive instead of deleting them

Description:

Add an “inactive” option for tags, so old tags can be hidden without being deleted.

As projects wrap up, their tags stick around in the tag pickers, and over time the list fills up with tags for jobs that are done. Right now the only way to clean them up is to delete them, which isn’t ideal for tags that were used on past invoices.

An inactive option would:

• Hide the tag from the pickers on new invoices, receipts and other entries, so the list only shows tags that are in use.

• Keep the tag on past invoices and exports, so history and QuickBooks classes stay the same.

• Let you reactivate a tag later if it’s needed again.

A nice extra: when every project at an address is set to inactive, suggest setting its tag to inactive too, since tags aren’t linked to projects today.
