Flag or auto-create budget lines for costs coded to cost codes not on the budget

Description:

When an invoice is coded to a cost code that doesn't exist on a project's budget, the cost doesn't show up anywhere on the budget. There's also nothing on the budget screen that tells you a cost is missing.

This happens to us often with unforeseen costs that don't match any of the original budget lines. When someone reviews the budget, the totals look complete, but they're actually short. The only way to catch it right now is to manually compare the budget against QuickBooks, which is time consuming and easy to miss.

What would help:

  1. Automatically create a budget line (at $0.00 original budget) when a cost is coded to a cost code that isn't on the project's budget yet, or

  2. At minimum, show a warning or an "Uncategorized / Unbudgeted Costs" section on the budget so users know there are costs that aren't being counted in the totals.

Example: On our 329 Trans Basement project, invoice #16630 ($98.67) was coded to cost code 3.53.2, which wasn't on the budget. The cost didn't appear in Total Work Completed, and we only found it by checking QuickBooks.
